WordPress Developer for Profile Rating Site

Budget: $1,000 to $2,500

I'm looking for a Wordpress developer that can design a site that users will be able to come and rate "something". The "something" will need to have its own profile.

• "Kind of like "rate your teacher" or "rate your doctor". And the ability to list all of their assets and selling points. With contact information, etc."
• I would like to require all users to "sign up for an account" before they can rate, write comments/reviews, etc.
• The site will need to be able to drill down to the city level. Similar to this... http://ww2.rentalhomesplus.com
• I would like the ability to put "advertisements" on the page.
• I would like the ability to add other third party plugins.
