Freelance Web Designer to give final Design touch to a website

I'm looking for a web designer to finish the design of a voucher codes portal.

The current design is a mock-up and can be displayed at: www.descuentium.com/mockup amd needs the final design touch, with the following tasks:

Find a better balance of color.
Provide an icon for every category (the categories will be provided)
Design an image like the one displayed above the search form. That one has to be changed because it's used on another website.
Design a background image that fits on the design.
Redesign some elements of the actual mockup.

Please notice that a long term relationship is seeked, but I want a perfect job.
