Looking for a responsible programmer, that can aid in the development of a small consulting website, with room for growth.  The goal is to create a website where visitors can PAY to:

1) Ask a question
2) And experts remotely answer questions

This could be achieved by messages back and forth between users and experts or by a pay per minute chat.

The idea is basically a hybrid between these two websites: http://www.justanswer.com/Law
and http://www.liveperson.com/

Programmer should be also to create among other things:
 1) a login system where experts can log-in and put their status as online and available for consulting, change their profile, set a per minute price etc.
2) a rating system which permits users to rate experts after consulting session
Etc...

Programmer should be able to work within a time frame and budget. Portfolio and/or examples of work required. 

Payment: Once portfolio is evaluated, more details of the project will be shared; then applicant can proceed with quoting my company.  There would be a deposit and final payment, with amount to be determined.
