ASP.NET Web Services API & Custom CMS

Hello all - I'm working on a project that required custom CMS and ASP.NET Web Services. I would prefer it written in VB coding.

First I need the Web Services and DB to be created in place first. As my dev team will be using JS to call and integrate. It more like an API.
The Web Services will manage user accounts with services like authenticate, login, add, edit, delete, forget password.. etc. User account need to be able to store more than 1 address. e.g. shipping address (more than 1), billing address. Need proper documentation of the API usage.
Secondly the Custom CMS is to manage the site static data and partial dynamic data, as some information are gather from 3rd party services. It will consist of uploading files to server and these files will be manage and categories based on 3rd party info. This apply for data tagging to the 3rd party info too. This area might be a bit complex. 

Idea & suggestion are welcome here.
Please give me a estimation timeline and quote separate for both of them. Thanks.
