WordPress / CSS Expert for Theme Design and Site Maintenance

Budget: $100 to $500

I'm looking for someone who can create themes for new clients (custom themes with responsive design) and maintain pages of already established sites (make content and design changes, install plugins, troubleshoot CSS or JS errors).
Freelancer must have Skype and be available to chat about the projects and necessary changes.

Freelancer must be fluent in English, great at CSS responsive design and be an expert in WordPress.

Please provide your hourly rate and examples of WordPress websites you have done. Please also provide the average fixed cost of a WordPress theme.
