Budget: $1,000 to $2,500

I would like a program built for designing graphic headers and ads for websites. It needs to be a simple drag & drop interface. I will supply the graphics to populate the program (jpeg backgrounds and transparent png files. The program will allow the user to input the size of the graphic in pixels before they start. They will then select a background color, create a gradient with a color picker or use a photo from a built in library or external file for the background. They can add additional images and transparent png files from a built in library or from an external file. All pieces can be re-sized and rotated using corner grips or a slider. Along with adding graphics, the program needs the ability to add text, select text color (gradients would be nice) and drop shadows. It would also be able to add drop shadows to the transparent png files. It can use the system fonts loaded on the computer. All elements need to be able to move around, rotate and layer (bring forward/send back) individually. I want the program to be Windows XP, 7 and 8 (if possible) compatible.The goal of this program is to allow people to make marketing and sales graphics, website headers and logos in an extremely easy, drag-and-drop way using graphics supplied in the program and text.  The program will be Windows compatible desktop software. The files will be used on websites and banners and are not for print ads.  I would like to offer additional graphics packs that could be imported into the program. I want to keep it as simple as possible with the functionality I will supply in a separate document.  I will supply a name and logo for the software.
