Site Development/Customizatoin

Budget: $100 to $500

I am developing a tech blog. I will blog about the hosting/tech/cyber world, and also review games, sites, companies, hardware, ect. It will use wordpress. I am mix minded on weather to do a full 100% Custom theme, which I dont know is needed or a theme re-design which is also cheaper, and thats what I need. I need someone who is:

1. Hard working
2. Good at time management
3. Small Firm (OR just one person)
4. Will talk on skype/phone
5. Has done sites that are nice, and in good shape
6. Experience
7. Will provide a "mock" site in maybe a psd or just black and white prior to starting
   

I want someone who can also show me some sites they may have done, that are great quality, recent/current, and preferably in the tech/cyber world. I want someone who will also be easy to get in touch with, and is not a stickler (I am 5 minutes over I must charge  you an extra hour, you will get that extra hour though).I am willing to pay more than $500, but would prefer NOT to. Lastly, just someone who is nice and very creative.
