Need a module built that will allow the admin to query Member Fields (custom ones) and add them to a folder to be emailed.
We currently use the Solspace User Module.
We also have Firemail installed.
One Path:
1. Build Search Page
2. Leverage Mailing Lists as the Folders
3. After searching create a new List or Add to an existing List.  The lists can be created and named on the fly.
then we would just use Firemail to send the email.

To Create resuability it would great to generate the search screen based on querying the member fields this way if we add fields later they will be included in the search.
Budget can be adjusted based on proposal.
