Big Mobile CMS project *With download function*

The overall idea. People want to build a mobile website fast and easy for clients, and they come to my website and I will sell a mobile CMS system where they purchase a monthly subscription. And where they can make mobile websites and download them and upload them on the clients FTP and done! 
now step by step 

1.  Subscription will be with amember very simple and will safe us a lot of time. but what is important is that users get there own place where they can make themes and download + safe them 
2. CMS, here is a great example on how it should look. simple and working. only users need to be able to make multiple templates and all download the complete template. and here are the template I want to work with. And later on maybe more templates
