Freelance graphic/HTML/CSS designer for education-related Rails application

TeachMySkills is an early stage startup funded by the Chilean government. See http://startupchile.org. TeachMySkills is a platform for independent teachers and small schools (outside of formal education). We make it easy to organize and charge for classes, add online video content, and help students and teachers communicate via video messages. We're focusing first on the music and health markets (guitar, yoga, etc).
We're looking for a top-notch designer and HTML/CSS expert with a keen eye for simplicity. We need design for our marketing pages as well as the application itself.

We prefer to test out designs as they develop. Ideally, we'd work with rough sketches and then directly build in HTML/CSS, making features work as quickly as possible.
Good candidates should:
1. Have browsable examples of work2. Worked inside some programming environment (php, rails, etc)3. Worked on at least one web application4. Be familiar with basics of javascript frameworks like Jquery5. Be able to do designs from the ground up, not just convert designs into HTML/CSS6. Be comfortable working remotely
Priority given to applicants with a Github profile or working web apps we can test out.
Candidates can be anywhere. We're two people, working from Chile and Romania. We use Campfire to communicate.
