Calling all talented developers!
We are in need of a confident website developer(s) who have experience in NLM XML to PDF/HTML conversion to build an online journals platform which can be managed by the client.
The website along with any potential sub-sites are to be efficiently managed by a single CMS.
For a quick overview, the platform needs to be developed with the below features in mind:

NLM XML content will be uploaded via the CMS and converted to PDF and HTML.
Linking from citing articles, Google Scholar and CrossRef
A Reader needs to be integrated for the journals.
Usage for subscribers and also pay-per-view
Usage report for stats
