Developer for Website's Member Area

Budget: $500 to $1,000

I am a graphic designer who needs a developer to partner with for a project that requires more complicated coding skills. I'm working on a website with a members area that has a pretty lengthy wish list including a calendar to schedule employees, forms to fill in order to gather data and visualize this data with graphs, employee can view their submitted data compared to a set goal for the company, email, sms communication, directory, blog, iphone and android apps, etc.

I would like a set monthly fee preferably. My budget is not high, but I'm not looking to rob anyone, so please take this into consideration when submitting your fee. You will be paid the 15th and the 30th of the month. I would like to have everything running as soon as possible (less than 3 months) and then reevaluate if more time is needed to tweak anything.

Must be able to communicate in English or Spanish.

Knowledge on how to create highly secure websites and applications a plus.
